As part of the implementation of the \"Digital Scientific Library\", the Agence Bibliographique de l'Enseignement Sup\u00e9rieur was mandated by the Ministry of Higher Education and Research at the end of 2010 to negotiate and acquire resources in the form of national licences, drawing on the expertise of the Couperin consortium and INIST-CNRS.
