Students and future students, you can now create your student social file (DSE) online. Would you like to apply for a grant? Accommodation? or a renewal of these applications? You have until 31 May 2023 to apply online.
A single, paperless procedure
L he "dossier social étudiant" (DSE) is the single procedure that allows all students and future students to apply for a student grant and/or student social housing for the coming academic year. This centralised procedure enables you to obtain assistance from the CROUS in your respective academy. DSE applications can be made online until 31 May 2023, and must be renewed at the start of each academic year.
The student social file entitles you to :
- Exemption from tuition fees: which can be as much as 400 euros.
- Financial aid: study grants, grants based on social criteria.
- Priority access to student social housing.
Steps involved in compiling your EHR file
- Log on to https://www.messervices.etudiant.gouv.fr
- I have the required documents:
- Parents' 2022 tax notice on 2021 income
- Proof of schooling (for siblings enrolled in higher education or in the final year of secondary school)
- Bank details must be in the student's name
- In some cases, additional documents may be requested. The decision is sent to the student by electronic means only.
The entire procedure is paperless. As soon as the data has been entered, an email is sent to the student confirming that their application has been registered.
New support for 2023
This year, the government is providing more than €500 million in improvements to the system of grants based on social criteria, access to catering and accommodation, from the start of the 2023 academic year.
This will make it possible to :
Helping more students by increasing the number of grant holders
- 35,000 students from the middle classes will receive grants, whereas they would not have benefited from this support if the parameters had remained unchanged: in concrete terms, a child of two employees on an average salary (€1,801 net per month each) will now be eligible for the first grant level (0bis).
- For all these new entrants, the annual gain will be €1,450 in grants (paid over 10 months), along with the associated benefits (exemption from tuition fees and CVEC, €1 meals, priority for CROUS accommodation).
Helping people better, by increasing the value of all grants
- All students receiving grants will receive an increase. The amount of grants has been increased by €37/month (i.e. €370/year) for all levels. This corresponds to an increase of 34% for the first level and an increase equal to inflation for the highest level.
This is the biggest increase for 10 years (creation of step 0bis in 2013), and this time it applies to all students receiving grants.
Putting an end to threshold effects
At the start of the 2023 academic year, no student will see their grant reduced by more than the increase in their parents' income: these threshold effects will be neutralised from this year, until they are eliminated permanently.
These initial measures are aimed at students from low-income households and, as of this year, will correct some of the effects of the current system (exclusion, threshold effects, reduction in the lowest level, etc.).
Limiting catering and accommodation costs
For the academic year 2023-2024:
- The perpetuation of a very social pricing system for meals for scholarship holders and those on low incomes;
- A freeze on meal prices for the start of the new academic year (a very social price of €1 and a social price of €3.30 for other students);
- A freeze on rents in CROUS residences.
