June 2023 will see the full renewal of the CNESER's elected members. The current term of office ends on 15 July 2023. On this occasion, the members of the staff and student representative colleges will be renewed.
Who votes at the CNESER?
Students : The student representatives elected to the Board of Governors and the Academic Council of the University of Guyana will first have to elect 4 electors (from among the full and deputy students elected to the Board of Governors and the Academic Council). The electors will vote by post between Monday 5 June and Friday 16 June 2023.
Staff : Staff of the University of Guyana registered on the electoral roll will be able to vote (by ballot box) on Thursday 15 June 2023 from 9:00 am to 5:00 pm at the INSPE cultural centre. The results will be sent to the Ministry.
What is the CNESER?
The Conseil national de l'enseignement supérieur et de la recherche is an advisory body reporting to the Minister for Higher Education or the Minister for Research.
In particular, it gives its opinion on :
- National strategies for higher education and research and biennial reports to Parliament ;
- The distribution of jobs and resources between the various establishments ;
- Proposed reforms to the organisation of research ;
- Proposed reforms to scientific employment ;
- The national training framework, the list of national diplomas and accreditation procedures and applications;
- The higher education and research map ;
- The creation, suppression or regrouping of establishments or components.
The CNESER also gives final rulings on appeals against disciplinary decisions taken by the competent university bodies in respect of teacher-researchers, lecturers and users.
Composition:
100 members
- 40 personalities representing major national interests, particularly educational, cultural, scientific, economic and social, appointed by order of the Minister for Higher Education and Research.
- 60 representatives of managers, staff and students public scientific, cultural and professional establishments and public research establishments.
Members are elected or appointed for a period of four years, with the exception of student representatives who are elected for two years.
