Objectives

The LAP is a BAC+3 diploma. This course enables students to strengthen their knowledge of the legal and economic bases, and to gain a better understanding of the operation and organisation of administrative institutions from a national and European perspective.

This diploma project is aimed at civil service employees who have followed a legal course. It is also aimed at jobseekers who meet the conditions set out for people undergoing retraining.

The programme includes public law, European law, political science, economics and public finance.

Graduates with a bachelor's degree usually go on to study for a master's degree, a specialised school or the Grandes Ecoles, to train for jobs in accounting and public finance, human resources, law and administration in public and semi-public organisations (social security, Urssaf), or to prepare for administrative competitions in the state, regional and hospital civil services.

Target skills

  • Preparation and drafting of administrative and budgetary documents
  • Initiating projects at local, departmental, regional and national level and helping to implement them
  • Assessment of the compliance of field practices with regulatory programmes, measures and texts
  • Intervention in the field, either as a preventive measure (opening of rights, issuing of authorisations), or as a means of control and redress (administrative notifications, prosecutions, investigation of disputes)

Cross-disciplinary skills :

  • analyse an administrative text on the basis of the fundamental aspects of the organisation and powers of the State, local authorities and social security authorities, including their links with the European Union
  • Situate the main public policies in a historical and territorial perspective
  • Identify the legal, financial and economic bases for the operation and activity of public administrations
  • Use concepts from the social sciences and a general administrative culture to produce summaries and analyses of public administration

Accessible in Continuing education (evening classes)

Admission requirements On the basis of an application in a number of cases:

  • Students with a validated L2 (2nd year) degree in Law, AES, Economics, Management, Human Sciences, etc. or those who have already completed 2 years of higher education (economic and commercial preparatory classes, BUT/DUT legal careers).
  • Holders of a BAC+2 or equivalent, compatible with continuing their studies in the 3rd year of the LAP.
  • Depending on experience, validated by the VAPP85 commission

Programme

This course comprises 5 teaching units, with a total of 345 hours.

  • UEO5 - Fundamental teaching: Coef: 16; 80 hours CM
  • UEC5 - Complementary teaching: Coef: 18; 90 hours CM
  • UEO6 - Fundamental teaching: Coef: 14; 65 hours of classroom teaching
  • UEC6 - Complementary teaching: Coef: 12; 110 hours CM
  • UEC7 - Voluntary work placement or professional activity

        

Assessment procedures :

  • Continuous assessment (CC)
  • Final exam (CT)

Organisational arrangements :

  • Asynchronous course 16.00-18.00
  • Evening classes (face-to-face or synchronous) from 6.00 p.m. to 8.30 p.m.
  • Face-to-face classes on Saturdays from 8.00am to 1.00pm
